I was interested to read the "for" and "against" arguments presented by Iain Gulland and Peter Davis OBE, in which Iain argues for a tax (minimum charge actually, but a tax is what it amounts to) of 5p for every single-use carrier bag as being "a positive step towards tackling litter and creating a zero waste society." That is quite a statement, especially when you consider that carrier bags are not a significant element of littering in the first place, present at only three percent of sites surveyed for litter and, as Peter Davis points out, accounting for just 0.02 percent of household waste.
