The only memorable announcement at Deputy Prime Minister Nick Clegg's last Party Conference was plans to bring in a 5p charge for single use plastic carrier bags in England by October 2015. This was never mentioned in the Coalition's "Our Programme for Government" and seems to be a knee-jerk attempt to garner votes, ignoring the facts. Lightweight plastic carrier bags form a very small part of household waste-0.02 percent, according to Defra/ WRAP statistics-and in recent Keep Britain Tidy surveys carrier bags are at the bottom of its list of most often littered items. Plastic carner bags were found at only three percent of the sites it surveyed. Lightweight plastic carrier bags equate to less than 0.1 percent of the average person's carbon footprint.
