When considering the challenges and opportunities for the waste industry, further refinement of objectives at European level have been issued and make for important reading. These are set out in a decision (dated 13 November 2013 and published on 28 December 20131) of the European Parliament and the European Council on a General Union Environment Action Programme to 31 December 2020 entitled Living Well, Within The Limits Of Our Planet. "The 7th Environment Action Programme" or "7th EAP" sets out the priority objectives in respect of European Union policy on the environment. Not surprisingly, amongst nine priority objectives, natural resources and wastes are targeted, namely (a) to protect, conserve and enhance the EU's resources and (b) to turn the EU into a resource-efficient, green and competitive low-carbon economy.
