For a number of years the European Union has been considering how best to preserve the supply of raw materials. Such supply is viewed as key to competing in existing and future global markets. In 2011 the European Commission launched a Raw Materials Initiative (the RM1), intending to facilitate a strategy for access to non-energy and non-agricultural raw materials. The three pillars to the strategy are: 1. ensuring a level playing field in access to resources in third countries 2. fostering a sustainable supply of raw materials from European sources 3. boosting resource efficiency and recycling.
