The Duty to Cooperate came into effect on 15 November 2011 and was introduced by section 110 of the Localism Act 2011 which inserted a new section 33A into the Planning and Compulsory Purchase Act 2004: "A duty to cooperate in relation to planning of sustainable development". Briefly speaking in relation to the preparation of development plan documents, section 33A "imposes a duty on specified bodies to co-operate with one another if there are strategic matters planned in the Plan".
