I recently read with interest the eagerly awaited European Union Commission Decision of 18 November 2011 on establishing the rules and calculation methods for verifying compliance with the re-use and recycling targets set in Article 11(2) of the Waste Framework Directive (Directive 2008/98/EC). After reading the decision it appears to add more confusion rather than clarify the situation regarding re-use, recycling and other material recovery. For example, Article 2 (2) below talks of significant losses with regard to materials for recycling - what is deemed a significant loss?
