hortly before Christmas I was asked about my hopes and fears for the waste industry in 2011. Among other issues discussed, I hoped for something positive to come from the Coalition's "Big Society" and "localism" agendas. The implications of that same localism agenda was also one of my fears, particularly in the area of waste infrastructure planning. That fear, for the short-term, is one of the unknown. I have read the Bill and at least three briefings and commentaries but still can't grasp exactly what localism will mean for local authorities and the wider waste industry.
