Decc announced in December that it would bring forward the banding review under the Renewables Obligation (RO) by a year - a step generally welcomed by those with an interest in renewables and bioenergy projects, as bringing the industry a step closer to a more certain climate for investment. However, this sense of progress was short-lived, with the publication just weeks later of DECC's proposals for electricity market reform, designed to bring about more favourable conditions for investment in low-carbon generation in the long run, and under which the RO itself looks set for the chop. DECC would replace it with feed-in tariffs, with the current proposal being to fund this through a levy on electricity consumers and to set the price through auction.
