Environment Minister Jane Davidson is calling on Welsh local authorities to take part in a consultation on statutory targets for municipal recycling. The Welsh Assembly Government is consulting on the definitions of recycling; preparation for re-use and composting; and the monitoring arrangements and financial penalties for not meeting statutory targets. Wales is set to become the first country in the UK to introduce statutory recycling targets. On 2 November the National Assembly for Wales passed legislation to introduce statutory municipal recycling targets. The first target year is 2012/13.
