As Anna Tibaijuka, Under-Secretary General at the United Nations says in her foreword to this excellent publication: "Regardless of the context, managing solid waste is one of the biggest challenges of all urban areas". For those of us immersed in waste management we probably know that it is considered one of the top five most challenging problems for city managers, but I also learned from the book that the quality of the waste service is often considered an indicator of city governance, health, environmental commitment and an integrated social structure.
