How is your local authority performing? Your first thought when I ask that question is probably one concerned with refuse collection. It's something that has been going on for years... the "how can they raise my council tax when my bin collections are late?' approach that the public often takes. It is, of course, because the task of collecting and emptying our bins is visible. We know when it has happened and we can see how well the operatives do it.
