It Is widely accepted that the Budget was hardly the "greenest ever", but it did contain some important measures designed to set us down the path to a low carbon "green" economy. Chief amongst these were confirmation of details on proposals for the Green Investment Bank (GIB). The Budget confirmed that the GIB would begin operation earlier than expected, in 2012/13, with an initial £3bn capitalisation, expected to be topped up with £15bn worth of private sector investment. However, even this (if raised) will fall significantly short of the £550bn recommended by the GIB Commission in June 2010. In addition, the GIB will have no borrowing powers until 2015/16, a decision which has been heavily criticised.
