So much has been written of late regarding the dire economic circumstances in which we find ourselves, that it seems almost unbelievable that there are some success stories out there. However, it is only when one considers that these are being driven by the public sector, in partnership with various agencies, and are being delivered against a back-drop of swingeing cuts, that the scale of the achievements can be fully appreciated. An unexpected upside of the current recession has been to focus minds on how we can do more with limited resources, resulting in some innovative ideas that will yield benefits for householders and businesses alike. It will come as no surprise to readers of this journal that we are not talking about advances in technology, computing or medicine. The truth is rather mundane in comparison and is much closer to home. What we are talking about, of course, is waste. Or, to be more precise, what is increasingly being viewed here as an "untapped resource".
