Refuse collection and disposal is a statutory service that is well valued by local residents, but it is by no means immune to the impact of public sector austerity measures. The Association for Public Service Excellence (APSE) conducted a State of the Market survey of refuse services back in 2008. Our State of the Market Survey 201 7 asked similar questions on topics such as funding, recycling and staffing and provides a snapshot of trends that are now affecting service delivery as budget cuts bite. The latest survey received responses from 149 managers responsible for refuse services in councils across the UK. Analysis of the responses show the cuts seem to be taking their toll.
