Che inaugural issue of ThernCleansing Superintendent, withrnits strap-line "The Official Organrnof the Institute", kicked off with a report of the 13th Annual Conference of the Institute of Cleansing Superintendents, which had been held in Southport earlier in the year.rnThe new President was installed and his address (which was reproduced verbatim and ran to live pages of text, with no pictures!) gives us an interesting insight into the need for proper waste management: "One way of destroying refuse... has been to make large tips of it and set them on fire. In some cases, no doubt, boys, rag-gatherers and others set these tips on lire - sometimes accidentally, sometimes otherwise. However... a large bulk of the refuse is thus destroyed, the tip is left to burn itself out, after nearly poisoning the inhabitants of the neighbourhood." The scene that was painted back, then is certainly a far cry from the advanced technologies and working practices we are used to seeing and discussing today!
