Many waste disposal authorities now believe their landfill diversion targets cannot be met without a thermal treatment plant at the end of the process of source separation and intermediate treatment. The key question for an authority has been how to configure energy from waste within their waste strategy in such a way as to engender minimum hostility. The Government has sought to help by promoting, through the Renewables Obligation, alternative technologies - notably pyrolysis and gasification and combined heat and power (CHP).
