In 1995 the Making Waste Work White Paper had just been produced, waste management licensing regulations were brought into force and the Environment Act saw the formation of the Scottish Environment rotection Agency and the Environment Agency (EA). By 2005, climate change, which previously had been a minority-interest subject, was hitting the headlines on an almost daily basis, "carbon economy" became a buzz word and the emphasis had very definitely shifted towards compost as a high quality, valuable resource with numerous environmental benefits.
