Published by the EU Commission in December 2005, the proposal for a new Directive on Waste (COM(2005) 667 final) formed part of the Commission's new Thematic Waste Strategy (see last month's Wastes Management). The proposal's main aim is a revision rather than re-drafting of the Waste Framework Directive, and the Commission makes its intentions clear from the outset; this is a "refinement of the Directive, rather than a root and branch overhaul".
