摘要

In May 2004 Cyprus along with nine other countries, joined the European Union. The requirement for them all to meet the 149 European environment laws is going to be demanding. The European Environment Minister, Margot Wallstrom, stated in 2003 that these countries needed to spend the equivalent of between two and three percent of their gross domestic product on new plant, such as sewage treatment and waste treatment facilities. Although the EU has granted a significant amount of funding to these countries (even prior to their accession into the EU) to assist with the provisions of such facilities, they will have to raise private capital and borrow from the international financial institutions in order to build new plant to meet their environmental requirements.
