It has long been recognised in the waste industry that implementation of the EU Landfill Directive in the UK could bring with it an increase in fly-tipping, for which there are a number of reasons. Most importantly the increased waste disposal costs caused by the reduced landfill capacity has increased, and will continue to increase the financial incentive to dispose of waste illegally. Also, the shortage of alternative disposal or recovery infrastructure means that the waste industry is struggling to provide the licensed capacity to deal with the considerable waste stream that is being diverted from landfill.
