Isolated communities are often found in environmentally sensitive locations and as such their residents are only too aware of the need for legislative measures on waste, but simply lack the tools and/or the financial incentives to implement them. The expertise required to implement the legislation may also be lacking, and the cost of transporting waste/recyclate materials is often prohibitive. The Isle of Rum is the largest of the 'Small Isles' in the Inner Hebrides and lies 40 km off the west coast of mainland Scotland and can be reached by ferry from Arisaig or Mallaig. Rum is unique as the whole island has been a national nature reserve since 1957. The 10,650ha managed by Scottish Natural Heritage (SNH) comprise mountains and surrounding moorland. Rum has a resident population of 20-30, most employed by SNH and dwelling in a single major settlement in Kinloch.
