Maintaining the cleanliness of Westminster is a challenging task with more than a million people passing through its streets every day - nearly 3,000km of street and pavement is cleaned every week. Before 1900 the parishes collected rates for the removal of dust and ashes by scavengers. It wasn't until 1904 that an official highways department was established and given responsibility for collecting waste and removing litter from the streets. Today, nearly 30m waste collections are made every year. In 1910 a central disinfecting station, lock keeper's house and highways department offices were built on the left hand side of Grosvenor Dock, known as the Calliff Road Depot, which had two weighbridges for recording every load of rubbish brought in.
