Large-Scale illegal dumping in Ireland of the type that occurred in Co. Wicklow during the period 1997 to 2002 is no longer taking place and illegal cross-border movement of waste has reduced significantly, says a new report. The report, published in September by Ireland's Environmental Protection Agency's Office of Environmental Enforcement provides an overview of the extent of illegal dumping, backyard burning and other such activities in the country. The report addresses many of the problems, but pays little attention to causes. The implication is that the public is mainly to blame. Such a conclusion might be true in a superficial sense but I believe it would be an unjust slur on the population. I argued in October's Wastes Management (p 42-44) that the blame lies with prolonged neglect and indecision by central government, followed by hasty and ill-advised decisions; a personal view but wholly consistent with the recent European Court of Justice ruling against Ireland for comprehensive failures in the field of wastes management.
