The Jupiter Foundation was founded in June 2001 and brought together a number of existing training and assistance initiatives for the long-term unemployed and young people with behavioural difficulties. The Centre's Manager, Helka Linna stated that these services are provided for both the City of Vaasa (population 57,000) and the neighbouring municipality of Mustasaari. In Vaasa 23 per cent of the population have Swedish as their mother tongue and 77 per cent Finnish, but the surrounding area is mainly Swedish speaking. The economy is quite diversified but, as with the whole of Finland, there is an unemployment level of more than 10 per cent, with 1,200 having been unemployed for more than two years. The Jupiter Foundation, therefore, provides work experience to enable people to move into work when the opportunity arises, or to move onto suitable education and training courses. There is a high proportion of young people on the courses, many of whom have drug, drink and other behavioural problems and Mrs Linna is proud that, as of March 2003, of the 148 people who had started with their work experience at Jupiter 48 had finished, with 15 going into employment, four taking vocational training and nine in rehabilitation.
