The Water Framework Directive (2000/60/EC) introduced various significant new obligations on EU member states. Amongst these are requirements relating to the monitoring and protection of groundwater. This 'framework' directive is to be backed up by several 'daughter' directives, which will contain more detailed provisions. The European Commission (EC) proposed a draft new Groundwater Directive in September 2003, which is set for its first reading by the European Parliament this month.
