摘要

A fundamental change in approach is needed if sustainable waste management solutions are to be found that can offer compliance with both current and forthcoming environmental regulations. This discussion paper presents an alternative way of thinking about waste aimed at its more efficient exploitation as a natural resource, minimisation of its environmental impact and maximisation of the associated economic development opportunities. The paper proposes that changes in approach are needed to the way in which we manage waste and that practicable and sustainable outcomes are likely to require different solutions from those which we are currently pursuing. Achieving this will need an understanding of interactions at all points in the life cycle of goods and products, ie in the design-production-consumption-waste sequence. In practice this will mean establishing resource recovery systems based on key resource streams and integration of the household, commercial and industrial sectors. To achieve this will require a simplification of the land-use planning system to make identification of land for resource recovery activities easier. Recommendations are made concerning the key actions required by strategists and decision-makers at a national and local level that are needed to bring about the changes necessary to maximise the resource recovery potential from our waste.
