CHANGE IN THE RECYCLING SECTOR: TOO LITTLE TOO LATE?

The recycling sector is currently undergoing a great deal of change, due principally to legislative pressure, in addition to altered public and business perceptions regarding recycling and the introduction of new technology in the sector. Insufficient change has occurred to date, illustrated by the current domestic recycling rate of approximately 12 per cent of domestic waste, compared with more than 50 per cent in countries such as Switzerland and Austria, and the fact that the UK is struggling to attain EU statutory recycling targets. This will have severe implications should the EU regulations on disposal of waste at landfill sites not be met by 2010, with fines in the region of £500 000 per day. It is thus predicted that the changes occurring over the next two years will be more dramatic than those over the last 10 years, as pending legislation has far greater impact than that which has come through to date.
