In the foreword to Waste Not, Want Not, Tony Blair said: "I accept its diagnosis. We must rise to its challenge." It is clear from this statement that there is support for the findings of the study, but the big question remains over whether there is the political will to implement the recommendations. The waste review, undertaken by the Prime Minister's Strategy Unit finally reported at the end of November 2002, following almost a year of analysis and evaluation. There was much hype surrounding its potential content, and a succession of leaked information (and misinformation) did nothing to counter the rising expectation. The report had no hope of being 'all things to all people', and as a result it has received a mixed response from stakeholders in the industry, ranging from the apathetic to positive support. No one can dispute the comprehensive nature of the report, nor can the central theme of reducing waste growth be discredited. However, the main concerns from the waste industry focus on the potential for the report to simply be assigned to a shelf in the political offices, its recommendations never being fully implemented.
