Last month the European Commission adopted what it terms a 'communication' and invited stakeholders to comment on the policy options in Towards a Thematic Strategy on Waste Prevention and Recycling'. The Commission is clearly concerned about waste generation and the need for new targets and measures. It is looking to stakeholders to provide comments and ideas on future policy, particularly market-based approaches to encourage a "waste production diet" and a move to a recycling economy, one in which the cost of recycling is more competitive or below that of landfill and incineration. A more definitive policy on waste prevention is welcomed and the paper seeks to progress towards both quantitative and qualitative (reduced hazardousness) targets. The paper identifies the difficulties in defining waste prevention targets and differences in interpretation in member countries. Because of the complexities involved, including economic activity, demographics, geography, technology and patterns of production and consumption, it is unlikely that a universally acceptable solution will be found.
