Earlier this year, Steven Kelly sent a letter to 24 MPs and MEPs who had expressed an interest in waste management and environmental issues. Here we reproduce the text of the letter, which was designed to stimulate discussion of the problems facing companies involved with the disposal of contaminated soil. At a meeting of the CIWM London Centre, held at Denham in September 2002, a presentation was given and a lively discussion ensued on the subjects of future landfill site availability and the disposal of contaminated soils. The view of the delegates was that there was no longer sufficient landfill site availability to guarantee the disposal of waste generated in the next 10 years. While this may be the aim of those within the community who seek by this route to encourage higher recycling achievement, it does little for the disposal of contaminated soils, an essential part of the initiative to redevelop 'brown' (previously used) land. While it can be argued that the UK will be improving recycling to such an extent that dependence on end disposal techniques (which can vary from landfill to composting or combustion) is less necessary, with the exception of the small proportion that can be remediated by biological or chemical means, there is no practical, demonstrable means of dealing with contaminated soil apart from landfill.
