Between eight and 20 billion plastic bags are given away at supermarket checkouts in Britain each year (1,2). This equates to between 134 and 335 bags per person per year. With several UK supermarkets unilaterally moving down the route of biodegradable bags ― thereby bolstering and encouraging consumer belief in consumption without the need for minimisation, incidences of carrier bags collected as street litter will continue to increase. The UK Government continues to look to Ireland for further results of its Plastax. Meanwhile, some 6000 miles away to the east, one island off the coast of China has leapt on this issue with typicai zeal. With a population of 22.5 million ― greater than that of Australia ― living on a landmass similar in size to that of Belgium or Switzerland, Taiwan enjoys the joint 15th largest economy in the world and is a greater exporter than either Switzerland or Russia (3). Upon its opening in November 2003, in the capital Taipei, Taiwan will play host to the tallest building in the world. At 508 metres in height, Taipei 101' ― so named because of the number of its floors ― dwarfs already huge skyscrapers in downtown Taipei. It places the world's current highest building, the Twin Petronas Towers in Kuala Lumpur, in the shade by some 56 metres.
