A standardised methodology for solid waste analysis could enable greater comparability and accuracy of waste data within the European Union. An essential part of the development of a standardised methodology for solid waste analysis is the development of a standard waste classification system to enable solid waste arisings and compositional data to be collected in a consistent way. A new, multi-level system of classification is proposed with mandatory primary and secondary levels and an optional tertiary level. In addition, the classification developed is consistent with reporting requirements deriving from EU waste legislation and the waste terminology adopted by the EU, whilst remaining practical for the intended users. During September 2002 the waste classification system was employed in three demonstration cities - Bilbao, Brescia and Newcastle upon Tyne as part of their contribution to the EU 5th framework project 'Solid Waste Analysis (SWA)-Tool'. The waste analysis programmes using the classification will continue for a further ten waste analysis campaigns over the next 12 months. Initial results and positive feedback from the three cities have confirmed the functionality of the classification employed and have enabled the production of a baseline of comparable waste data. Further results and feedback from the demonstration phase should augment this baseline data and highlight any key difficulties in the application of the classification necessitating amendment, thus optimising its relevance and applicability. Ultimately, the proposed waste classification system, if piloted successfully, could be used as the basis for a pan-European system as part of a future standard waste analysis system within the EU.
