As this second issue of Circular hits our desks, there will be around seven weeks left to respond to the first four consultations that have, in part, come out of the government's new waste strategy for England. I say 'in part' because many of the proposals and changes put forward were being talked about long before the resources and waste strategy was a gleam in the Department for Environment, Food and Rural Affairs' (Defra's) eye, and because three of the four relate to other UK countries, not just to England.
