The Office for Environmental Protection (OEP) will come into existence later this year (Q3/Q4) when the Environment Bill receives Royal Assent. It will have four key functions: 1. Annual assessments of Environmental Improvement Plans (EIPs) 2. Monitoring the implementation of environmental law (EL) 3. Advice to government on EL 4. Oversight/enforcement powers in relation to compliance by public authorities with EL. Public authorities are defined as any entity undertaking a 'public function' - very broad.
