The transition to a sustainable circular economy must focus on reduced resource consumption and waste arisings, recovering resources, and recovering energy - in that order. This requires a whole-system approach to optimising environmental, social and economic value throughout life-cycles of materials, components and products by preserving their functionality, not burning them. This should be supported by diverse investment in circular economy infrastructure, clear development plans, and transparent data and assumptions. The report on the energy from waste (EfW) inquiry by Policy Connect only considers three options for managing residual waste: EfW, landfill and export. This implies a narrow, self-referential system boundary that only includes end-of-pipe treatments, and excludes reduction - lowering throughput of resources - and recycling. The social value of EfW to reduce fuel poverty is heralded, but evidence from Green Alliance and Wrap that more emphasis on reuse, repair, shared consumption and remanufacturing would deliver almost four times more jobs than continuing to rely on EfW and downcycling is ignored.
