When climate negotiators from all over the world gathered in Bonn in May, something different from regular meetings of the UNFCCC subsidiary bodies occurred. Instead of reiterating their well-known positions on long-standing agenda items and hiding behind the nitty-gritty of earlier agreements, government officials were invited to participate in an activity that is usually confined to the corridors of international conferences: an informal exchange of information. Were we in for a revolution in the style of international negotiations? Indeed, the secretariat and the two excellent co-chairs made every effort to create an informal atmosphere. The comfortable red armchairs on the stage were suggestive of a pleasant chat among friends around the fireplace.
