ISO Enters the Public Sector Through the United States Forest Service

On January 5, 2005, the United States Forest Service adopted a final rule requiring every forest and grassland under its control to develop and implement an environmental management system that conforms to ISO 14001. This rule represents the first time that a federal agency within the United States has adopted this international standard across the board. The Forest Service hopes that adoption of this standard will achieve improved performance and environmental protection, but this begs the question as to whether ISO 14001, a voluntary standard created by and for private businesses, can be adopted by a federal agency and still achieve these goals. This paper attempts to answer that question based on a historical analysis of ISO 14001, a substantive analysis of ISO 14001, and an analysis of the changes in forest management practices engendered by the adoption of ISO 14001.
