UNITED States’ Financial CrimesEnforcement Network (FinCEN) hasimposed a $60 million civil moneypenalty against the founder,administrator, and primary operatorof Helix and Coin Ninja, convertiblevirtual currency “mixers,” or“tumblers,” for violations of theBank Secrecy Act (BSA).The perpetrator operated Helix asan unregistered money servicesbusiness (MSB) from 2014 to 2017and Coin Ninja from 2017 to 2020.From June 2014 through December2017, Helix conducted over1,225,000 transactions for itscustomers and was associated withvirtual currency wallet addressesthat sent or received over $311million dollars.
