The United States and the three Central European nations analyzed here bear many similarities in the access to government-held information that they allow for interested persons - such as the absence of a requirement for a requester to be a citizen, which reflects a liberal democratic ideal of the power of the people.211 Despite its conception as a statutory protection rather than as a constitutional right of access, America's Freedom of Information Act (or parts of it) has served as the building block for many access-to-information statutes around the world, including those in Central Europe that have positioned access as a constitutional right. As found by David Pozen, virtually all such laws around the world replicate FOIA's basic features, "including the focus on official records; affordance of access rights to any individual or association; reliance on private requests to trigger disclosure obligations; [and] independent or quasi-independent review of denial decisions."
