Growing up in Fergus Falls, Minnesota, the county seat of Otter Tail County, Harold L. "Bud" Nelson (1917-1996) witnessed the Depression destroying livelihoods and disrupting the area's typically conservative outlooks. Communist political activity peppered the county until New Deal programs began to address the crisis. Ideological battles over needs of citizens continued in Minnesota and elsewhere. A free press was supposed to contribute to problem-solving, but since World War I, public intellectuals had been pondering the dangers of suppression and the failures of mass communication. Critics portrayed many publishers as irresponsible reactionaries and lamented the lack of labor newspapers. Journalism professors responded with teaching, research and public statements on press rights and responsibilities.
