A howl of protest met Ofcom's decision in late July not to separate BT from Openreach. The watchdog said that Openreach, which runs BT's broadband infrastructure, should be re-formed as a "distinct company" within BT Group. This was branded as a cop-out by rival companies, broadband campaigners and many MPs, who have repeatedly called the existing system a failing monopoly that condemns many areas, particularly in the countryside, to slow speeds. TalkTalk's boss Dido Harding has said that Openreach "is not fit for purpose and is letting Britain down".
