The ECB cut its official borrowing rate by 50 basis points to 1.5%, its lowest level since the launch of the euro. The move was prompted by deteriorating economic fundamentals and concerns that inflation will fall below the bank's 2% target rate. Indeed, February's flash HICP estimate showed y-o-y consumer prices standing at 1.2%. GDP, meanwhile, contracted by 1.5% (q-o-q) in Q4 2008 following declines of 0.2% in the previous two quarters. With the economy expected to remain in recession, the ECB is weighing up alternative monetary policy tools now that rates are at low levels. In the meantime, sharp falls in February's PMI surveys show that dire economic conditions have not stabilised. This year's GDP and production forecasts have fallen again.
