Construction project managers tend to add a time buffer to task duration in the planning process, in order to compensate for variability in an uncertain work environment. While buffers are used widely in construction, the mechanism of time buffer allocation is unclear. Understanding why time buffers are added, and then quantifying the influence of different causes, is crucial for construction companies who want to take proactive steps towards strategically addressing the most important areas of interdependency and uncertainty, and reducing the associated time buffer in construction projects. Russell, Liu and Hsiang have developed and validated a conceptual model and associated causal structure used by project managers and field managers when buffering and planning for uncertainty. The authors first defined the key concepts used, then collected data using two main steps. The first involved exploratory interviews and research group discussions to identify 47 individual causes of time buffers. The second step was distributing a time buffer questionnaire to 175 companies across 37 states in the USA. Twelve underlying factors for time buffer allocation were identified for upper management and 14 factors were identified for field management. The authors then used structural equation modelling to develop models for field management based on both the frequency and severity response data collected. In order to validate the models, the authors collected a total of 63 completed surveys from construction field managers. Two final models (one for field managers and one for upper management) were proposed upon careful review of the survey results and participant feedback.
