Hung, Smith-Jackson and Winchester examine attitu-dinal differences toward safety behaviours among project managers, first-line supervisors and workers in small construction firms, in order to inform safety interventions. They employ the theory of planned behaviour safety to guide the data collection, which examines safety attitude-behaviour relationship from observed on-site safety challenges. The authors use a mixed method research design to obtain different, but complementary perspectives on on-site safety challenges. The results show that workers had poorer safety attitudes than managerial personnel, which influenced how they behaved in the context of known construction hazards. Although first-line supervisors (usually acting as sub-contractors) possessed similar levels of safety attitudes as project managers, they had a tendency to practice risky behaviours. This pattern may be due to the industry's multi-employer culture and an attitudi-nal incongruency regarding health and safety accountability. The authors recommend implementation of situated informal training to complement occasional formal training practices, common in smaller firms, and a closer examination of health and safety policies for hard-and-fast rules about accountability on a multi-employer construction job-site. This research contributes the knowledge domain of safety attitudes in smaller construction settings and provides recommendations relevant to training and management.
