Questions have been asked about the system under which parliament signed off the budget for HS2, and through which future schemes could be delivered. Lord Tony Berkeley, the former deputy chair of the review into HS2, ordered by Boris Johnson,told Construction News: "I just think there's something wrong with this system, that it's got this far without anybody [questioning it]. And it's down to looking at the way parliament approves these things - whether the hybrid bill process is the right process or, if not, what is the alternative?"
