Converters in Arizona, California, Montana, New Mexico, Oregon, Utah and Washington must be ready to monitor and report their greenhouse-gas (GHG) emissions under the Western Climate Initiative (www. westernclimateinitiative.org). Created to identify, evaluate and implement collective and cooperative ways to reduce GHGs in the region, WCI is focusing on a market-based cap-and-trade system.rnOn Jan. 1,2010, four Canadian provinces (British Columbia, Manitoba, Ontario and Quebec) and the above seven Western states will require industries to monitor their annual GHG emissions to address climate change. The first yearly report is due in 2011. In preparation for the task, the fourth Draft of Essential Requirements of Mandatory Reporting was released on May 4.
