In a surprise move Yasuo Fukuda, the leader of the ruling Liberal Democratic Party (LDP), announced his decision to step down as prime minister on September 1st, making a snap general election likely. Mr Fukuda, who was in his post for less than a year, was worn down by political paralysis: the main opposition party, the Democratic Party of Japan (DPJ), controls the upper house of the Diet (parliament) and has successfully stymied a raft of government initiatives. He recently lost his bid for an extraordinary parliamentary session in late August to consider a bill to extend the refuelling mission of Japan's navy, the Maritime Self-Defence Force (MSDF), in the Indian Ocean for anti-terrorism operations in and around Afghanistan. He may also have been unhappy with the way in which the fiscal stimulus package, announced on August 29th, was put together-the LDP's junior coalition partner, New Komeito, insisted on the inclusion of a promise to cut taxes at the expense of Mr Fukuda's preference for fiscal discipline.
