Civil-military relations vary from country to country and from time to time. It is difficult to specify what is right and what is wrong, as norms for internalized behaviour cannot be fixed once and for all. While studying the pattern of Civil-Military relations in Pakistan, one is fascinated by Huntington's model of waves and reverse waves. Pakistan has had four such waves and may be another three midway revisits. To understand the pattern of fluctuating civil-military relations in Pakistan, it is essential to comprehend the factors which led to these variations. Many external and internal factors are responsible for Pakistan's jockeying between democracy and military rule, in a vicious cyclic pattern.
