摘要

On becoming Federal Minister of Interior after Pervez Musharraf's coup in 1999, Lt Gen (Retd) Moinuddin Haider formed a Task Force to effect Police Reforms. The former Governor Sindh rightly came to the conclusion that without massive reforms in the policy structure, good governance was not possible. Jameel Yusuf, than Joint Head of CPLC, and myself were invited to be among its members. Most others were CSP/PSP officers, serving and/or retired. We were both taken aback by their contemptuous bias against Provincial Civil and Police Services officers (PCS and PPS), none of whom were on the Task Force.
