摘要

The nuclear weapons capability of Pakistan has established the strategic equilibrium between India and Pakistan. The clear implication of it is that India's attitude towards Pakistan would be much different in the past years, especially in summer 1999, if there had been no nuclear weapons of Pakistan. Though nuclear weapons and modem delivery systems provided minimum deterrence but the expendi- ture to maintain it is quite high, especially when one has to compete in conventional arms as well. At the same time, both states can easily involve themselves into arm race to deter each other in nuclear military capabilities due the regional compulsion.
